Answer :- ১৯৪৭ সনের ১৫ই আগস্ট ভারতবর্ষ স্বাধীনতা লাভ করে। লর্ড মাউন্ট- ব্যাটনের সুপারিশ অনুযায়ী বৃটিশ পার্লামেন্টে যে ভারতীয় স্বাধীনতা আইন পাশ হয় তাহার ৮নং ধারা অনুযায়ী দেশীয় রাজাগুলি, ভারত অথবা পাকিস্তান কোন্ রাষ্ট্রে যোগদান করবে  তা নিজেরাই স্থির করতে পারবে । এই বিষয়ে রাজার মত-ই চূড়ান্ত, প্রজাগণের কিছু বলবার  অধিকার  নেই।


এই বিষয় নিয়ে কোচবিহারে বিভিন্ন দল পরস্পর বিরোধী চেষ্টা করেছিল । একদল  কোচবিহার ভারতের সাথে যুক্ত হোক, দ্বিতীয় দল কোচবিহার পাকিস্তানের সঙ্গে যুক্ত হোক বলে মত প্রকাশ করেন । কোচবিহার প্রথমে ভারতের সঙ্গে সংযুক্তির পর আবার পশ্চিমবঙ্গ অথবা আসামের সঙ্গে যুক্ত হতে হবে এই বিষয়ে আন্দোলন চলতে থাকে। এই সব মত বিরোধের জন্য কোচবিহারের বুকে নূতন এক সমস্যার উদ্ভব হইল। তৎকালীন কেন্দ্রীয় সরকার ভারতের বিভিন্ন স্থানে অবস্থিত দেশীয় রাজাদের নবগঠিত ভারতীয় যুক্তরাষ্ট্রের সঙ্গে যোগদান করার জন্য বিশেষ অনুবোধ জানান। সেই আবেদনে সাড়া দিয়ে  কোচবিহার রাজ্যের মহারাজা জগদ্দীপেন্দ্রনারায়ণ ভূপ বাহাদুর ভারতের কেন্দ্রীয় সরকারের একান্ত অনুরোধে কেন্দ্রীয় সরকারের সঙ্গে এক Coochbehar Merger Agreement  চুক্তি স্বাক্ষর করে  কোচবিহার রাজ্যটিকে ১৯৪৯ সনে ২৮শে আগস্ট তারিখে কেন্দ্রীয় সরকারের অধীনে রাখার কথা ঘোষণা করেন। এই ইতিহাস-প্রসিদ্ধ দেশীয় রাজাটিকে কেন্দ্রীয় সরকারের হাতে আনুষ্ঠানিকভাবে সমর্পণ করেন ১৯৪৯ সনের ১২ই সেপ্টেম্বর। চুক্তিপত্র সম্পাদিত হয় ভারতের গভর্ণর জেনারেলের পক্ষে ভারত সরকারের মিনিস্ট্রী অব স্টেটের উপদেষ্টা ডি. পি. মেনন ও কোচবিহার মহারাজার মধ্যে। এই চুক্তিতে ৯টি ধারা সংযোজিত হয়। 


ভারত সরকারের সঙ্গে বিভিন্ন দফায় আলোচনা অনুসারে প্রথমে কোচবিহার কেন্দ্র শাসিত অঞ্চল হিসাবে স্বীকৃতি পায়। পরে তৎকালীন পশ্চিমবঙ্গের মুখ্যমন্ত্রী ডাঃ বিধানচন্দ্র রায় কোচবিহার রাজ্যটিকে পশ্চিমবঙ্গের সঙ্গে যুক্ত করার জন্য বিশেষ আগ্রহ প্রকাশ করেন। এই সময়ে কংগ্রেস দলের পক্ষ হইতে পশ্চিমবঙ্গের সঙ্গে যুক্ত হওয়ার বিষয়ে বিভিন্ন স্থানে মিটিং মিছিল আরম্ভ হয় এবং এই প্রস্তাবের বিরোধিতা করে প্রজাহিতসাধনী নামে স্থানীয় একটি দল ব্যাপক আন্দোলন আরম্ভ করে। তৎকালীন পত্র-পত্রিকাগুলিতেও সংযুক্তির বিষয়ে জোরালো মত প্রকাশ করা হয়।  ১৯৫০ সালের জানুয়ারীতেই রাজ্যসরকার-'The Cooch Behar (Assimilation of State Laws) Act-1950, পাশ করেন এবং কোচসরকারের কয়েকটি আইনকে রাজ্যের আইনবিধির অন্তর্ভুক্ত করে নেওয়া হয়। ১৯৬০ সালের ৪ঠা মার্চ পশ্চিমবঙ্গ সরকারের স্বরাষ্ট্রবিভাগের ঘোষণাক্রমে জলপাইগুড়ি বিভাগ পুনর্গঠিত হয় এবং কোচবিহার এই বিভাগের অন্তর্ভুক্ত হয়।

স্বাধীনতার মাশুল হিসেবে প্রাকৃতিক-সীমানাশ্রিত উত্তরবঙ্গ থেকে রংপুর, বগুড়া, পাবনা ও রাজশাহী এই চারটি পূর্ণ জেলাই শুধু পূর্ব পাকিস্তানের সঙ্গে যুক্ত হ'ল না, সেই সঙ্গে অবশিষ্ট ৫টি উত্তরবঙ্গীয় জেলার অঙ্গচ্ছেদও করা হলো। রাডক্লিফ' সাহেবের উপর পড়ে ছিল এই সীমানা-নির্ধায়ণের ব্যাপারটা এবং তিনি তার জটিল ও দুর্বোধ্য পদ্ধতিতে বেভাবে জেলাগুলিকে ভাগ করেছেন, তা মূলতঃ একতরফা শাসকীয় সিদ্ধান্ত। উত্তরবঙ্গের প্রত্যেকটি জেলারই বিভাজন  হওয়ায় জেলার সীমানার পুননির্ধারণ এবং প্রশাসনিক পুনর্বিন্তাস প্রয়োজন হয়ে পড়ে।

 1. সমপ্রায় ভূমি কাকে বলে ?

 উ : সংজ্ঞা : বৃষ্টিবহুল আর্দ্র অঞ্চলে নদীর জলধারা , বৃষ্টির জল ও অন্যান্য প্রাকৃতিক শক্তির প্রভাবে , প্রাচীন মালভূমি এবং উচ্চভূমি দীর্ঘদিন ধরে ক্ষয় পেতে পেতে একসময় উঁচু নীচু , ঢেউ খেলানো ভূমি বা প্রায় সমতল ভূমিতে পরিণত হলে তাদের সমপ্রায়ভূমি বলে । উদা : ভারতের ঝাড়খণ্ড রাজ্যের ছোটনাগপুর মালভূমির কোনো কোনো অংশ সমপ্রায়ভূমি । 

2. অবরোহন প্রক্রিয়া কী ? উ : সংজ্ঞা : ইংরেজি ' Degradation ' বা বাংলা ‘ অবরোহন ' শব্দটির আভিধানিক অর্থ হল ' নীচে নামা ' । বহির্জাত প্রক্রিয়াসমূহের মধ্যে যেসব প্রক্রিয়ার দ্বারা নীভবন বা নির্মোচনের মাধ্যমে ভূপৃষ্ঠের উচ্চতা পর্যায়ক্রমিকভাবে হ্রাস পায় বা ভূমিভাগ নীচু হয়ে যায় , তাদের অবরোহন প্রক্রিয়া বলে । বৈশিষ্ট্য : ( i ) পৃথিবীর স্থলভাগের ক্ষেত্রমান এই প্রক্রিয়ায় হ্রাস পায় । ( ii ) এটি অত্যন্ত ধীর প্রক্রিয়া । উদা : সুউচ্চ পার্বত্যভূমি ক্রমশ ক্ষয় হতে হতে প্রথমে ক্ষয়জাত পর্বত , তারপর ক্ষয়জাত মালভূমি এবং শেষে ক্ষয়জাত সমভূমিতে পরিণত হয় ।

 3. পর্যায়ন কী ? উঃ সংজ্ঞা : বহির্জাত প্রক্রিয়াসমূহ ক্ষয় ও সঞ্চয় কাজের মাধ্যমে অবরোহন , আরোহন ও জৈবিক পদ্ধতিতে ভূমিভাগের উচ্চতার পরিবর্তন ঘটায় এবং এই পরিবর্তনের মাধ্যমে বিভিন্ন উচ্চতা বিশিষ্ট ভূমিরূপের মধ্যে ক্রমশ একটি সমতা বা সামঞ্জস্য আনার চেষ্টা করে । ভূমিরূপের সামপ্রসা বিধানকারী এই প্রক্রিয়া পর্যায়ন নামে পরিচিত ।

 4. ওয়াদি কী ?

 উ : সংজ্ঞা : ওয়াদি একটি আরবি শব্দ । এর অর্থ এক উপত্যকা । মরুভূমির মাঝে জলস্রোতের দ্বারা সৃষ্ট অ্য নদীখাতগুলিকে ওয়াদি বলে । বৈশিষ্ট্য : ( i ) এই সমস্ত নদীখাতে বৃষ্টির সময় ছাড়া বছরের অধিকাংশ সময় জল থাকে না । ( ii ) ওয়াদিগুলির জল কিছুদূর প্রবাহিত হওয়ার পর বালির মধ্যে হারিয়ে যায় । উদা : মেক্সিকোর বোলসন , ভারতের ধান্দ বলে ।

 5. ড্রামলিন কী ? উ : সংজ্ঞা : পর্বতের পাদদেশে হিমবাহ বাহিত টিলা সঞ্চয়ের ফলে ওলটানো নৌকা বা চামচের মতো যে ভূমিরূপ গড়ে ওঠে তাকে ড্রামলিন বলে । বৈশিষ্ট্য : ( i ) ড্রামলিন বহুল অঞ্চলকে ' Basket of eggs relief or topograohy ' বলে । ( ii ) ড্রামলিনের উচ্চতা 6- 60 মিটার । ( iii ) ড্রামলিনের মাঝে জলাভূমির সৃষ্টি হতে পারে । উদা : স্কটল্যান্ড , আয়ারল্যান্ড , সুইডেন ইত্যাদি দেশে দেখা যায় । 

6. প্রিয়ান কী ? উ : সংজ্ঞা : রাজস্থান মরুভূমির চলমান বালিয়াড়িগুলিকে প্রিয়ান বলে । স্থানীয় অধিবাসীরা এই বালির পাহাড়গুলিকে ' টিব্বা ' বলে থাকেন । সৃষ্টির কারণ : ( i ) বায়ুপ্রবাহ এর দিক ও গতি পরিবর্তন । ( ii ) সঞ্চারণশীল হালকা বালুকারাশির অবস্থান ও স্থানীয় ধূলিঝড় । 

7. ষষ্ঠঘাতের সূত্র বলতে কী বোঝ ? 

উ : সংজ্ঞা : 1842 খ্রিস্টাব্দে W. HOPKINS ষষ্ঠঘাতের ব্যাখ্যা দেন । নদীর বহন ক্ষমতা নির্ভর করে ভূমির ঢাল , জলের গতিবেগ , জলের পরিমাণ ও নদীবাহিত পদার্থের পরিমাণের ওপর । নদীর গতিবেগের সাথে নদীর বহন ক্ষমতার সুনির্দিষ্ট সম্পর্ক আছে । নদীর গতিবেগ কোনো কারণে দ্বিগুণ বৃদ্ধি পেলে নদীর বহন ক্ষমতা 64 গুণ অর্থাৎ 26 হারে বৃদ্ধি পায় । একেই ষষ্ঠঘাতের সূত্র বলে । : ষষ্ঠঘাতের সূত্রানুযায়ী নদীর গতিবেগ বাড়লে , বহন ক্ষমতা বাড়বে ।

8. লোয়েস সমভূমি বলতে কী বোঝ ? 

সংজ্ঞা : মরু ও মরুপ্রায় অঞ্চলে হলুদ ও ধূসর বর্ণের কোয়ার্টজ , ফেলসপার , ডলোমাইট প্রভৃতি খনিজ সমৃদ্ধ সূক্ষ্ম পলি কণার সঞ্চয়কে লোয়েন বলে । লোয়েস দিয়ে গঠিত সমতল অঞ্চলকে লোয়েস সমভূমি বলে । অর্থ : জার্মান শব্দ ' Loss -এর অর্থ হল সূক্ষ্ম পলি ' । সূক্ষ্ম পলিকণা বায়ু বাহিত হয়ে বহুদূরে সঞ্চিত হলে লোয়েস সমভূমির সৃষ্টি হয় । উদা : মধ্য এশিয়ার গোবি মরুভূমির বালুরাশি বাহিত হয়ে চিনের হোয়াংহো নদীর অববাহিকায় সঞ্চিত হয়ে লোয়েস সমভূমি সৃষ্টি করেছে ।

 11. হিমরেখা ( Snow line ) বলতে কী বোঝ ?

 উ : সংজ্ঞা : ভূপৃষ্ঠের য কাল্পনিক সীমারেখার ঊর্দ্ধে সারাবছর বরফ জমে যায় এবং নীচে বরফ গলে জলে পরিণত হয় তাকে হিমরেখা বলে । অবস্থান : শীত , গ্রীষ্মের উষ্ণতা মতো তারতম্যে অনেক হিমরেখার অবস্থান পরিবর্তিত হয় , এদের অস্থায়ী হিমরেখা বলে । কিন্তু যে উচ্চতার ওপর বরফ কখনো গলে না , তাকে স্থায়ী হিমরেখা বলে ।

As he entered the school gate , an idea occurred to him . He would deliver the letter to the headmaster at the end of the day . There was a chance Samuel might do something during the course of the day to justify the letter . 

Swami stood at the entrance to his class . Samuel was teaching arithmetic . He looked at Swami , Swami hoped Samuel would scold him severely .

 " You are half an hour late , " Samuel said . 

" I have a headache , sir . " Swami said . 

" Then why did you come at all ? "

 This was an unexpected question from Samuel .

Swami said , " My father said I shouldn't miss school , sir .

 " Samuel looked impressed . " Your father is quite right . We want more parents like him . "

 " Oh , you poor man ! " Swami thought , " you don't know what my father has done to you . " 

" All right , go to your seat . "

 Swami sat down , feeling sad . He had never met anyone as good as Samuel .

 The teacher was inspecting the home lessons . To Swami's thinking , this was the time when Samuel got most angry . But today Samuel appeared very gentle .

One of the most common and reprehensible use of plastics in the world , including India is as packing material . The polythene bags came into our market only as late as 1982. But they have given such a heating to our recycled newspaper bags that one hardly sees the latter now . Few however , seem aware of the dangers of the plastic carry bags . Polythene bags often cause the death of infants the world over . Babies love to cover their heads and often die gasping for breath since air will not pass through polythene . It is mandatory for plastic bags to carry warnings about them being used as playthings for children . Most plastic toys are also required to be made of non - toxic material and carry statements to that effect . 

The same is the fate of fish and other marine life , when polythene finds its way into the water , as it often does . Plastic indeed poses a sticky disposal problem for the world at large . You cannot burn it . If you throw it away , it may choke the drain . So you cannot get rid of it . Once you have produced it . it has enveloped your life . Ann Leoland of the internationally known environmental group , ' Green Peace ' , says , " Substantial amount of toxic - chemical released in plastic production can cause cancer and congenital defects and damage the nervous system , blood , kidneys and immunity systems . These chemicals can also cause serious damage to eco - system . "
